The projection line is always based on the previous year. For example, for the projection of 2024, it does not use the measured values of 2024, but those of 2023. The projection of 2024 will therefore not correspond to the emissions of 2024, but to those of 2023, provided that nothing else changes as of 01-01-2024 (which is actually never the case).
There are two other factors that play a role in the calculation of the projection line:
1. Effects of approved measures. If effects of measures come into effect in a particular year, the projection line will include this in the calculation. Measures with a status of in preparation or rejected are not included in the projection line.
2. Adjusted conversion factors. At the beginning of the year, we update the conversion factors if there are changes in our sources. In practice, there always are, especially for electricity, but often also for other things (like for everything where electricity plays a role, for example kilometers traveled with electric vehicles). The projection line for 2024, for example, is based on the completed data for 2023, but calculated with the conversion factors of 2024 (plus effects of any measures). So the start of the projection line for year x is the result of year x-1, recalculated with the new conversion factors.
For years that are further in the future, the projected value of the previous year plus effects of any measures are used.
